Delegate Fast moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

“A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §61-7-18, relating to the creation of the Violent Crime Prevention Act; and requiring law enforcement to submit ballistics data to the National Integrated Ballistic Information Network for alleged use of firearm in connection with convictions for certain crimes.”
